AVS进入商用准备阶段

  2006年3月1日,数字音视频编解码技术标准(AVS)视频部分获批成为国家标准,这一消息发出后,随即引来产业界一片欢呼。这不仅意味着AVS标准取得了重要成果,更意味着“十一五”期间我国重点培育的数字化音视频产业正式有标可循。

  OnMarch12006, the video aspect of the digital audio and video encoding and decoding technical standard (AVS) was approved to become the national standard. The news was well received within the industry, as it not only markets an important progress in the standardization of AVS, but is also sets the path for the rest of the digital audio and video industry, a key industry of the “eleventh five-year plan”, to follow.

  2006年9月27日,AVS又获得国际化突破,AVS标准工作组正式被ITU接纳,成为国际电联ITU-T的A.4和A.5类合作组织。

  OnSeptember27,AVS also made another international breakthrough, where the AVS standard working group was formally accepted by ITU to become A.4 and A.5 type organization of ITU-T.

  这是AVS标准在2006年的产业化征途中,获得的最引人关注的两个阶段性成果。

  2002年,数字音视频编解码技术标准工作组(AVS工作组)在信息产业部支持下成立,科技部对相关研究开发工作给予了重点支持。2003年,国家发展改革委员会批准了《数字音视频编解码技术标准AVS研究开发与测试验证重大专项》,在国内外上百家企业和科研单位共同参与下,AVS标准制定工作获得逐步进展,其中最重要的视频编码标准于2005年通过了国家广电总局的测试。

  In2002thedigital audio and video encoding and decoding technical standard working group (AVS working group) was formed with the support of the ministry of information industry; technological research wise, it was also supported by the ministry of science. In 2003, the State Development and Reform Commission approved “digital audio and video encoding and decoding technical standard AVS research, development, and testing project”; with the participation of more than a hundred enterprises and research institutions around the word, preparation of the AVS stand made gradual progress, of which a key component, the video encoding standard, passed the test of The State Administration of Radio, Film and Television in 2005.

  据了解,AVS标准采用的专利技术中,约90%来自国内科研机构和企业,是国内企业自主创新和集成创新的一个实际例子。在知识产权方面,AVS用近4年的实践首次证明了“采用主流技术路线,妥善解决专利问题”制定重大标准的可行性问题,AVS视频方面的自主技术和公开技术解决了标准的绝大多数技术问题,与未授权专利交叉的风险很小,而且“AVS专利池”这种统一许可模式,也为妥善解决知识产权问题摸索出了一条道路。

  Ofthepatentedtechnologies used by the AVS standard, 90% of them come from domestic research institutions and enterprise, thus making it a vivid example of Chinese domestic independent research and innovation integration. Intellectual property wise, AVS has used its experience form the last four years to prove the feasibility of “using mainstream technological line and properly solve patent problems” when setting important standards. The independent technology and open technology of AVS standard has solved most of the technical standard, making the risk of cross path with unauthorized patents relatively small; in addition, the uniform licensing model of “AVS patent pool” also provides a path for properly handling intellectual property matters.

  在今年3月1日AVS国家标准颁布后,为了促进AVS标准相关的技术发展和产业化,信息产业部科技司成立了“支持AVS的IPTV系统试验”小组,启动了基于AVS视频标准的IPTV网络技术试验。

  AftertheAVSnational standard was published on March 1 of this year, the ministry of information industry science and technology agency, in order to promote the development and industrialization of the AVS standard”, has formed an “IPTV system testing group to support AVS”, which will initiate the network technology testing for IPTV based on the AVS video standard.

  该试验的主要内容为验证AVS编解码技术和现有IPTV业务系统之间的结合情况、测试设备的稳定性和可靠性、初步评估使用AVS作为IPTV编码技术时的表现。

  Thetestisused to main verify the integration between AVS encoding and decoding technology with the current IPTV operation system, the stability and reliability of the equipments, and to preliminary evaluate the performance of AVS as part of the IPTV encoding technology.

  8月31日,在有信产部科技司领导和电信研究院领导出席的AVS-IPTV第一阶段电信研究院RTNet实验室AVS演示上,AVS首次在商用IPTV系统上,也是业界规模最大和最为成熟的UT斯达康奔流(RollingStream)IPTV系统上运行成功。试验采用了PCClient终端,支持基于AVS的直播、点播和时移电视业务,这次演示使AVS的商业应用能力得到验证。

  OnAugust31,during the AVS-IPTV first phase telecommunication research institute RTNet Lab AVS demonstration that was participated by officials form the ministry of information industry science and technology agency and telecommunication research institute, for the first time AVS was operated success on a commercial IPTV system-UT Rolling Stream IPTV system, the biggest and the most mature system within the industry. The testing used PC client terminal to support the real time play, play on demand, and time-shifting television operation based on AVS. The successes of the demonstration verified the commercial applicability of AVS.

  通过AVS联盟企业的介绍记者了解到,AVS的典型应用包括:面向标清的数字电视传输系统直接提供高清电视服务,帮助广电部门建立自主的直播卫星系统和高清晰度广播系统;支撑网络电视和手机电视等新型应用,降低运营商采用国际标准而背负的巨额专利包袱;与新一代光技术结合,制造新一代高清晰度激光视盘机等等。

  ThroughtheAVSalliance enterprise, the reporter has learned that AVS classic application includes: provide standard definition digital television broadcasting system directly with high definition television service, as well as assist the broadcasting and television departments to build independent broadcasting satellite system and high definition broadcasting system; support new applications such as internet television and cell phone television to lower the huge patent cost borne by operators for their use of intentional standards; and the combination with the new generation optic technology to create the new generation high definition laser video player.

  如果在标准成熟的基础上实现产业化,AVS最直接的成果是可以解决未来10年我国需要的数亿颗解码芯片的需求,最直接的效益是节省超过每年数十亿美元的专利费。

  Ifthestandardcould mature and be industrialized, the most direct result of the AVS is that it would satisfy the demand of hundreds of millions of decoding chips needed by China in the next decade, and the directly benefit will be the billions of dollars saved each years in patent fees.

  AVS视频国家标准颁布实施后,今年6月,在AVS工作组的第十七次会议上,AVS工作组研究决定成立两个特别工作小组,分别是FG-IPTV特别工作小组和MPEG-C提案工作小组。FG-IPTV特别工作小组的任务是参与组织国际电信联盟(ITU-T)的IPTV标准制定,使AVS进入ITU的IPTV标准;MPEG-C提案工作小组的任务是组织工作组成员向MPEG-C提案,使AVS进入MPEG-C。

  AftertheAVSvideo national standard was published and implemented, during the 17th conference by the AVS working group this June, the group decided to form FG-IPTV special working group and MPEG-C proposal working group, two special working groups. The assignment for FG-IPTV special working group is to participate in the preparation of IPTV standard by ITU-U in order to allow AVS to enter the IPTV standard formed by ITU; the assignment of the MPEG-C proposal working group is to organize group members to proposal to MPEG-C and allow AVS to enter MPEG-C.

  7月中旬,国内首家AVS产业化示范基地在浦东张江高科技园区正式启动,该基地是由中科院计算技术研究所上海分所与沪杭两家企业共同组建的“上海AVS产业发展有限公司”合作开发的,初期投入就达到3亿元。

  InmidJuly,the first domestic AVS industrialization demonstration base was formally initiated in Pudong Zhangjiang High-Tech Garden; the base is to be developed by China Science Academy Computing Technology Research Institute Shanghai Branch and “Shanghai AVS Industry Development Co. Ltd”, a company formed by two companies from Shanghai and Hangzhou; the preliminary investment for the base is 300 million Yuan(RMB).

  AVS产业化试验中还有一项尤为关键的试验,即基于AVS的各厂家IPTV设备互连互通试验。

  Anotherkeytestingduring the AVS industrialization testing is the connection testing of the IPTV equipment based on AVS produced by various manufacturers.

  以往的IPTV系统与终端的对接主要是各系统厂家与自产终端的对接,在这种模式下,很难实现不同厂家系统和终端的互联互通。在AVS工作组的领导下,为进一步深化AVS试验和早日实现系统和终端互联互通,目前参测单位一致达成了基于中间件模式的互联互通规范和实施方案。

  Itusedtobe that the IPTV system’s connection with terminals are mainly made by the producers of each system with their self-produced terminals; under this model, it is difficult to connect system and terminals made by different producers. Under the guidance of the AVS working group and to achieve the goal of further testing of AVS and make connections between systems and terminals possible, currently all the participating enterprises have on a connection norm and implementation plan based on middleware model.

  9月底,龙晶微电子基于AVS标准推出了国内第一款具有完全自主知识产权的高清电视解码芯片DS1000,进一步加速了AVS标准的产业化进程。

  Intheendof September, Longjing micro-electronics, based on the AVS standard, introduced the high definition decoding chip DS1000, the first domestic product to have complete intellectual property; the introduction of the chip further helped to accelerate the industrialization of the AVS standard.

  记者从AVS联盟获悉,目前在芯片进展上,除了龙晶微电子,宏景微电子等企业也都推出了芯片,博通的7401芯片也支持AVS。机顶盒厂商进展情况良好,上广电企业等已经推出了产品。

  AccordingtoAVSalliance, in regard to chip development, other than Longjing micro-electronics, currently Hongjing micro-electronics as well as other firms also have introduced chips, and Broadcom’s 7401 chip also supports AVS. More STB manufacturers also joined in as well, as Shanghai Guangdian and other producers have introduced new products.

  在应用方面,中国网通的IPTV项目先行试水,四川广电703工程也采用了AVS。据了解,网通已与华为、中兴、UT及上海贝尔阿尔卡特等厂商展开AVS的相关合作。

  Applicationwise,ChinaNetcom’s IPTV project was the first to test with AVS, and Sichuan Guangdian 703 project also used AVS. According to sources, CNC has contacted Huawei, ZTE, UT, and Shanghai Bell Alcatel in regard to AVS collaborations.

  截至今年9月,AVS已拥有157家会员单位,在9月21日~23日的AVS工作组第十八次会议上,共有213名会员代表出席,创下了历史的新高。

  Bytheendof September 2006, AVS already includes 157 members; during the 18 conference of the AVS working group held from September 21 to 23, there were 213 members attending, a historical high.

  除了工作组成员介绍AVS标准的各项进展,这次会议还向外界传达出两个重磅消息:一个,是自今年6月新成立两个特别工作组支持AVS申报国际标准后,AVS标准进一步获得国际认可,正式成为国际电联ITU-T的A.4和A.5类合作组织;另一个,就是AVS进展顺利,有望明年在国内得到大规模商用。

  Besidesintroductionsmadeby the members of the group regarding the progress made in AVS standard, the conference also dropped to mega news: first of all, since two special working groups were formed this June to support AVS’ application for international standard, AVS standard has received further international recognition, as it formally became a A.4 and A.5 type organization of ITU-U; and the second news was that with the progresses made by AVS, it is hopeful that AVS will be ready for large scale commercialization next year domestically.

  这不仅意味着AVS在申报国际标准上又向前迈出了一大步,AVS标准具有了被ITU直接采用成为官方标准的资格,更意味着AVS工作组的努力,得到国际电联的高度认可,为AVS标准的成熟和国际化进一步增加了信心。

  Besidestheobviousprogress AVS has made in its application for international standard signified by AVS standard being accepted by ITU directly as a formal standard, it also means that he effort made by the AVS working group is being recognized by the ITU, thus generating more confidence for the future maturity and internationalization of the AVS standard.

  在这次会议上,AVS工作组人员对参会人员和记者透露,由中国网通牵头的AVS现网试验也将于年底结束,现网试验的主要目标是评估AVS技术在真实网络上使用时的业务情况、系统建设和运维等的成本,并考核基于AVS的IPTV系统是否支持多编码系统,毕竟IPTV并不是IP网络与机顶盒的简单结合。

  Duringtheconference,members of the AVS working groups told the reporters and the participations that the AVS network testing led by China Telecom will also end by the end of the year; the main goals of the network test is to evaluate the operation, system building, and cost of AVS technology when applied to actual networks; it is also to test to see whether the IPTV system based on AVS supports multi-encoding system, since IPTV is not a simple combination of IP network and STB.

  在AVS的商用化进程上,AVS工作组还透露了一些来自行业应用的需求,例如,公安部科技局希望能够尽快与AVS联合制定面向安全监控的国家标准,加快“平安城市”的视频监控系统建设。

  Duringthecommercializationof AVS, the AVS work has also been contacted by industries interested in their work. For example, the police department science and technology agency wishes to collaborate with AVS to form a national standard in regard to security and monitoring, which is to be used to build the video monitoring system needed by a “peaceful city”.

  将AVS应用于手机电视的音视频编码系统,也是AVS工作组目前的重点工作内容之一。AVS工作组负责人表示,手机电视的国际标准已经有欧洲的DVB-H、韩国的DMB以及高通主导的Media-FL几大阵营,在国内,AVS已经成为中国移动数字多媒体广播标准(CMMB)优先考虑的对象。

  ApplyingAVStothe television and audio encoding system on cell phones is an importance goal for the AVS working group. The person in charge of AVS working group stated that the international standard for cell phone television already include DVB-H from Europe, DMB from Korea, and Media-FL of Qualcomm. Domestically, AVS is the primary target of China mobile digital multi-media broadcasting standard (CMMB).

  国家广电总局移动多媒体广播工作组CMMB技术组此前邀请了AVS工作组,讨论了基于AVS的移动多媒体广播的可行性,一周后,AVS工作组向CMMB技术组递交了AVS标准的材料和相关计划,8月下旬,CMMB正式确定AVS为其信源编码组成成员。

  Themulti-mediabroadcasting(CMMB) technical group of the State Administration of Radio, Film and Television had previous invited the AVS working group to discuss the feasibility of mobile multi-media broadcasting based on AVS. After a week, the AVS working group submitted the materials and plans regarding AVS standard to the CMMB technical group. By the end of August, CMMD formally confirmed AVS to be a member of its source coding group.

  在CMMB技术组与AVS工作组的协调下,CMMB+AVS的开发系统也即将明确。

  Withcoordinationbetweenthe CMMB technical group and the AVS working group, the CMMB+AVS development system was confirmed.
